Earliest date to apply at PEO (28 days rule)

Hi,

Immigration history

Tier 1 G Visa start date - 26th June 2010
Arrived in the UK - 29th June 2010 (3 days late....)
T1 Visa valid until 26th June 2015 (2 + 3)

I complete my 5 years on 26th June 2015...

My question around the earliest date I can apply for my ILR at PEO...

As per SET 0 Guidance...
"Please do not apply more than 28 days before completing the qualifying period. If you apply earlier than that, your application may be refused. If that happens, we will not refund the fee and you will have to pay again when reapplying."

Can I apply on the 29th May?

I have asked this question before but I was told to apply after 29th May to be on safe side... But I want to understand what would be earliest date as per the policy requirement..

If I count back 28 days should I include or exclude the day I hit the five year period (i.e. 26th June 2015).

As per the link below 26th June 2015 - (28 days) = 29th May 2015

Yes, earliest you can apply is 29th may

29th May is definitely the 28th day before 26th June and not "more than 28 days before". so obviously 29th should be okay for this application if my understanding of english and maths is correct. Also I do not understand the safety from "on applying after 29th May to be on safe side"

My one is expiring on 16th June 2015 what is earliest date for me to apply before 28 days for ILR. it is 20th May or 21st May

It would depend on your Entry Clearance date and date of first entry. The expiry date alone will be insufficient to establish this.

If i over the 28 days rules, Can i still apply the ILR?

I know this is a bit late for the OP, but wouldn't their qualifying period begin on date of entry to the UK rather than date of visa start?
SET(O) Guidance Notes wrote:There is a qualifying period to complete in most of the categories on this form. It runs either from

 the date on which you were first granted permission to remain in the UK in the relevant category.
If so, the qualifying period would end on 29 June 2015, and 28 days before that would be 1 June 2015 (three days after 29 May).
