Birth certificate required for OCI?

Just a question regarding documents needed for OCI.

Do we need birth certificate as well for OCI application?

Vfs website mentions it under "other necessary documents"

Surrender certificate should be enough to prove Indian origin.

Can people who have recently got oci please clarify if vfs asked for birth certificate at time of application submission?

Birth certificate is not required if you have a surrender certificate. At VFS hounslow, they asked me for birth certificate for my kid, with a ridiculous comment that kid's birth certificate is always required, which I did not have. I explained to them that he is in exact same boat as me with a surrender certificate. Lady on the counter went back to office to check with someone and came back about 5 min later and accepted the application.
