Where to lodge a reconsideration request (Manila ECO)

Hi, if you have had a family visit visa refused by an ECO based in Manila, Philippines (application from Japan originally) where should one post the reconsideration request? Should it be at the British Embassy, Manila directly? The original visa application was lodged with VSF Tokyo Visa Application Centre, but this appointment was generated after applying for the visa online, so I doubt one could get another appointment just for that. Also is it possible to email the reconsideration request as well (although it will also need posting as original documents are being supplied).

Nb It is just the reconsideration as there was no right of appeal so no address provided.
