Indian citizen applying for Tier 2 dependent visa from USA?

Hi experts...
I'm in the UK on Tier 2 general visa which is valid till April 2017.
My husband is in the USA and he would like to come here as my dependent.
Can he apply for the visa to the UK from USA even though he's an Indian citizen or does he have to apply from India??

As long as he has a visa that gives him residency in the USA (not a visitor visa).

He is on a student visa.
