visit visa speeding conviction

Hi
A friend of mine has applied for short term visit visa. He has 2 previous uk speeding convictions (given through court as he was driving on an international licence). However he did not disclose these on the form thinking these are not criminal convictions and very minor. Will he be refused on the basis of deception as this is a genuine mistake?
