Biometric enrolment abroad?

After applying for British Citizenship is it possibly to enrol biometric information abroad in UKVI service centres? Or is this service restricted to the UK.

Section 6, page 13 of the AN Guide (Click) clearly states attending at the post office.

You were already advised in your Previous Posts that you would need to be in the UK to enroll your biometrics.

Called home office a few weeks back and they said you can enrol if overseas. Best to call them and check yourself.

Perhaps the form sets the standard enrolment at the post office because they generally expect people applying to be in the UK? Or perhaps to clarify people cannot register at PEO also.
