There is clearly not a problem for you, as a citizen of an EU country.

Your wife? What nationality is she? Does she need a visa to enter a Schengen country such as Germany?

If you go stay longer than three months, in what way will you be exercising your EU Treaty Rights? Being employed? Self-employed? Being self-sufficient? Student? Or what?

My wife is mongolian .When we came to Germany from Spain, they just stamped my wife´passport and wrote something in German I don´t understand. Suppose if we stay in Germany over 3 months in self-sufficient without notice the foreign office,what will happen to us?

Well it might be an idea to get the "something" translated!

But suspect that if you are exercising EU Treaty Rights, then it is just a question of your wife registering within the first 3 months of arrival in Germany. But first, get that translated!
