T2ICT High Earner

My friend has moved to UK in 2012 on tier 2 ICT Long Term Visa. He is currently earning £140k and is in discussion with another firm. He wants to know that if he crosses the salary threshold (of £155k or something) will he
1) be able to switch jobs on T2ICT ?
2) be able to switch visa to any other category ?
3) how does the higher salary / high earning category beneficial (apart from the fact there is no cooling off at the end of 5 years) ?

For Tier 2 ICT, 12 month cooling-off period does not apply if he submit a new application as a high earner with an annual salary of £155,300 or more.

The maximum total duration of stay in the UK under this visa category is 9 years....

Can someone on t2ict (since September 2012) switch job if he/she gets >£155k (high earner threshold)
- can they switch to tier2general?
- is rlmt required?
- is CoS required from the hiring firm?

So basically, one resign from current firm (with whom they have current ict), serve notice period and immediately join the other firm?
But as soon as they resign their cos will terminate so how can they continue to work in uk (with new form paying salary >£155k?

If they are high earner (salaray > 155.3K), they can move to Tier 2 general visa without going through the cool-off period. However, they will have to apply for entry clearance visa from their home country. They cannot do it from within UK.

RLMT is not required for high earners.

Yes, a new CoS (restricted one) will be required.
