Lost Passport situtation

hi everyone

A person who landed in the UK in Nov 2005 with a study visa valid until July 2008 following few extensions including PSW his current tier 4 leave is expiring in Dec 2015. He will complete his 10 years in Nov 2015. During this time he has been out of country for holiday few times but his stay never exceeded more than a month each time went out as his passports have entry/exit stamps with the dates and he has never been in breach of any criminal law or break in lawful residency( in time extensions) since day one.

He lost his first passport he travelled to UK with in March 2007 whilst travelling on a bus, he contacted his local embassy and was advised to report police and apply for new passport, he reported it to the police and was given lost property reference he then applied for few passport that took him couple of months before he got the replacement (new) passport, he subsequently applied for what it’s called TOC (transfer of condition visa, old visa to his new passport)in June 2007 and he was issued with a replacement visa sticker in his passport within couple of weeks.

Although passports in his possession cover June 2007 onwards however he lately applied for SAR from UKVI records state his residence to be starting in Nov 2005 and everything else as I wrote in first paragraph.

He has his lost passport photo copy including entry clearance (visa) he came in with, police lost property reference and his correspondence records with Home office when he applied for replacement visa. He is looking to apply for IRL on completion of 10 years.

Taking above information into consideration
Can he apply using PEO same day service should he wish to?
Any other implications following his application for ILR postal or same day service?

In person should be ok. He will have to provide documents from the list in the Set(LR) form to prove his residence up to 2007 when he lost his passport. See page 22 and 23 of Set(LR) Form (Click)

thanks for your reply CR I find you most active and efficient in replying

he was attending a college to learn English language Nov 2005 to Nov 2006 he then undertook computer course starting Nov 2006 to 2007 he has a record of achievements, he had had his replacement passport and visa before he finished his computer course
I read through the information you suggested but there is not any other documents he could retain to be used later.

having above in possesion would he still be okay for in person application?
what else can you suggest in order for him to get in addition to the certificates that he has (language course completion and computer course completion) if he can not have anything from things mentioned in the guidance ?

Does he not have any bank statements, doctor letters, National Insurance, tenancy agreements, anything that shows his address while in the UK during that period?

during that time things that have his name and addess on include

college letter/certificates.
he was registered for a Doctor in Dec 2005 and as I gto told by him he never visited his Doctor for first 5 years because he never fell ill he can provide his registration with the Doctor from Dec 2005.
Letter from Home office (thanks for your application for transffering visa onto your new passport etc.).

police lost property Reference(made on police letter head)it doesnot however have his name and address on.

he has national insurance number but he never used during that time he was unemoloyed and he was in full time education.
he did have bank accounts that he still has(running) I do not know if he can go back that long (I will ask him to contact his bank if they could print him statements for that time)

is he satisfying the requirement having above and if he can sucessfully manage to get bank statements for that time as well?

Should be ok. Unlikely he will get bank statements from so far back though. Anything else in his name like mobile phone, Sky TV, letters from HMRC or Dept of Works and Pensions, letters from Job Centre (NI num), any work he did part time with documents.

HMRC, employers and tenancy out of context because he never works those days and lived in shared accommoation, Mob phone bills can however be requested in addition to bank statements and Doctor registration

Anything he can find linking him to his address to cover that period should be sufficient. GP should be able to write a letter stating how long he has been registered there etc.
