I dont think it is applicable for ILR. They say, "The £35,000 earnings threshold will be waived for any "shortage occupations" if official advisers tell ministers that the UK needs more workers with skills or training". Shortage occupations come under the Tier 2.

Tier 2 General migrants.

That rule applies to holders of Tier 2 General visas who entered under the rules in place from 6 April 2011.
