Child born in UK - Tier 2 ICT long term Visa

We have baby born here in the UK in May 2015. We have applied for Indian Passport which should be arriving shortly.
The kid shall be travelling to India shortly.
My query: Do I need to apply for Visa for the kid before he leaves UK
OR
can the kid travel to India, apply for ECV and then return to uk?

Either, it is up to you. Applying in the UK though, you can apply for same day service.
