Your one week old son may apply for a British passport.

Your elder son may apply for entry clearance, in-line with other parent.

With the second child being a British by virtue of Section 2(1) as Vinny correctly pointed out, he/she will not be counted on the income threshold, so it is 22,400 earning you should be looking at, and your wife passing the English language test.

You can either apply for a certificate of entitlement to a right of abode or a British Passport for him.

Was your eldest child born in the UK?

If so, he would be entitled to registration under Section 1(3). Once he is registered, he can apply for a British passport.

That is the only exception that I can think of to Vinny's very detailed answer.
