As a matter of fact the number is always growing at a fairly steady rate since 4 yours ago. I can't remember clearly, but if you check the study from Oxford University, you can see that only 50% of RCoS were requested in the first year, and then 65% in the second, 80% in the third, and 99% in the last year.
Reasons could be (based on my guessing):
1. Better economy creating more job opportunities
2. The policy change that Tier 2 ICT became unable to switch to ILR, making their dependents applying for Tier 2 General instead
3. The anticipated tightening of visa policies (i.e. salary rise in this Autumn & change of game rule next year) makes companies want to apply more RCoS's before the policy changes
