Scroll to page 36. The rules about working rights only apply to adult further education, or colleges. This would be schooling to prepare for entry into university for example. This is different from universities, which is for Bachelors and Masters degrees.
For the effect date, they would apply to all current Tier 4 then and to applications to extend/switch made after the date.

So just to clarify, once a master's student (currently holding a Tier 4) receives his/her certificate and has an offer of employment, she can apply for a Tier 2 within the country (i.e. requiring an unrestricted CoS)?
