Same case. Just returned 7 days back. Applied VFS Mumbai.

1. Either parent can apply. Consent letter of spouse is enough. My wife applied and my sponsorship letter as T1-main.

2. He MUST have TB certificate. For infants, doctors don't use x-ray machine but basic checks. Take Appointment. It takes 2-3hours for
hospital to give TB certificate (a different letterhead).

Exact fund number, I am not sure as had ample in account so didn't check minimum requirement.
You will require baby's full birth certificate.

Here is my checklist. Some may be extra but I just submitted:

Online Application Form – print out
2 photographs + 2 for TB certificate
Baby Passport
90-days maintenance fund stateement
TB test report
Child's Birth certificate
T1-main employment letter and 4-month payslips
Self-attested copy of own Passport & BRP (First and last pages). No original.
Self-attested copy of wife Passport & BRP (First and last pages). No original.
Our Marriage certificate
self-attested Online energy bill printout.
