What does the letter say exactly ... with regards to right to appeal? Please share.

The fact that your wife passed an approved SELT exam doesn't change! If UKV&I was unable to view the result on the day the caseworker decided to check it - that's either their problem or the testing body's .... not yours!!
And the letter proves who was the root cause of the problem on that day.
