FBR FROM PAKISTAN

Dear, All members Allah blessed me with baby girl just few days ago she is born in pakistan and still in pakistan.
i am irish citizen and my wife has stamp 4 and she is also in pakistan. My questions are as follow.
1. Does online FBR application form has to be witnessed from pakistan or from ireland?
2. where fully filled online FBR application form should be sent and who should fill the form?
3. How long its taking to get FBR certificate?
4. How should we pay the FBR fee and how much is it?
5. OR can i apply here by myself because i am in ireland do all the process and send all the relevant documents to irish foreign office OR it has to be done through irish consulate?
Anyone with info and who has gone through this process please.
