Apparently this was the case:
On the biometrics letter, there was a sentence along the lines of 'if you travel abroad, you need to apply for a family permit to enter the UK'. So he asked spesifically about why this was written on the letter, as he has a valid BRP. They said that this is just a generic format they use, and he is ok to travel with his BRP.
Now I understand your problem, as stated in your post and understood by many people here, he should, in principle, have no problem enter the UK border. The only potential problem is the airline, I would, personally not worry so much about it. They are, in my opinion, supposed to report to UK border and the Home Office anyway.
