BTW, motoring convictions are not civil matters but criminal matters.

The matter, as a standard procedure, is forwarded to and is dealt with by the court. A fine imposed by a judge in these circumstances is not necessarily a conviction but usually an FPN.
Under such circumstances, I don't think you even know for sure whether you were even convicted in 2011 or not! So, best that you err on the side of caution and answer "yes" to 7.1 and provide necessary details as asked.
