What is the English level requirement for dependent visa out side UK?

My spouse is on tier2 general visa. If I convert my current tier2 dependant visa to tier2 , does my spouse can apply depenent visa. I mean does cooling of period apply to my spouse? Thanks

Hi Vijay

No PBS Depndent don't need to serve cooling off period
I am on the same boat I have spoken to Home office about this

But you need to apply visa from your home country

Do I have to submit my current BRP with my application when I apply from India?
There is no info about what to do with existing BRP?
I know in UK we submit for extension or change in Visa.
