Changes in Cos after submission of Tier 2 application

Is it possible to add Sponsor's note in Cos after submission of Tier 2 application?

Will it be considered by the case worker as it will be after the date of submission?
I can't find any reference?

I read somewhere (can't find the source) that after no changes are allowed after submission of online application. If you want to make changes apply again!

A sponsor note can only be added to a CoS that is showing in the SMS with an
‘Assigned’ status.
