Tier 2 ICT - Employer Not Giving Letter For ILR

Hi,
I came in Apr-2009. I have completed more than 6 years and eligible for ILR. In Mar 2015 I got another 2 years extension to expire in 2017.
- I have all the form P60s (scanned copies)
- Salary slips (computerised but only with company logo and not on appropriate letter head)
- Bank statements
- Company letter last issued for extension filing.
- I only had 28 days of absence every year in the last 6 year
- Passed Life in UK Test.

My employer is not issuing letter of employment continuity for ILR filing ? They dont want anyone to get ILR.
Can I still file for ILR and what are the chances of it being successfull?
What can I do to make my case more stronger that it passes ?

Unfortunately without the employer letter / absence information letter, it's not going to be a successful ILR application. The only way forward is to switch into T2 General (in-country application) with another sponsor (possibly who could provide support letters) and apply for ILR straight away. I know, it's a difficult one, but no harm in trying it instead of losing your chance.
