Tier 1 Depedant for Baby

Hi

I need your help. My friend is on Tier 1 general visa which is expiring Aprl 2016 and elligible for ILR.

my friend has got baby (born in UK) and currently travel back to India on Indian passport.He now wants to apply for his Tier 1 Depedant visa.

He just want to find out that if there is any balance requirement for depedant visa? Is there any balance maintenance requirement in bank account?

Please advise ASAP

Yes, if they consider child under 319H(g).
No, if they consider child under A280(b), 304-309.
