FLR O APPLICATION REFUSED

hi all members
i need some help on what step shall i take, please help.
my flr o application is refused and there is no in country right of appeal. i have kids born here and is difficult to leave the country to appeal. also, they have mentioned TOIEC in the refusal letter. toeic was done by myself and i also sent 2 ielts certifiates along with flr o application with 6.5 bands. i don't know why they said that toeic was done by someone else. well, primary thing is what options do I have to get some more time as i will comlete 10 years in june-2016.
please advise,

will the time spent on re consideration count towards 10 years ?
and what shall I do with this TOIEC issue, i did that myself and they are saying that it was a proxy :)
i am very much confused.

If the refusal of appeal right was unlawful, then you case cannot be said to be finally decided and section 3C will continue.

OK had a quick look, OP applied FLR(O) just to forstall the process, the sooner this practise is stopped the better, pointless applications should NOT carry Section 3C protection......

i made flr o becuase upper tribunal refused permission to appeal to the upper tribunal and then within 28 days i made flr o.. flr o is refused with out of country appeal right, and for us its hard to leave as we are family and kids.

How old are the kids. You will need to challenge the certificate.

can I seek judicial review or make another application ? or can I do JR and fresh application togather ?
please let me know,,,
