Back home and apply Tier 2 (employee sponsor) since November

Dear all,
I am hearing information regarding new applicant of Tier 2 ( Employee Sponsored) from this November are not allowed to apply within UK and will have to go back to apply from November. How far it is correct, as couldnt find such info on any offical home office pages. If it is fact, when in November?

Will any FLR(0) applicant are eligible to apply for Tier 2 employee sponsor?

Info on above matter will be great and appreciated on advance.
