Letter with returned passports.

Hi I requested passports back so we could travel to see family. all well and good, the passports were returned by SAE after 8 working days, but I have received a letter with them telling me "Family members of a an EEA national...wishing to return to the UK should apply for a EEA family permit at a British diplomatic post..."

Is this correct? If I want to get a EEA FP then I will need to request my marriage cert back from UKBA or get an new one issues with a translation, or will the CoA not do to get back into the UK? although I have not received it yet I can get it sent over.
