TIER 2 - Refused! please help!

Hello, I need some advise about my application.
I applied for a work permit, with a valid COS from my employer. I am an overseas registered nurse and currently pursuing my OSCE with the NMC (Nursing Midwifery Council). I have been in the UK for 5 years.
On my COS my salary was stated as 16271 pounds, as unregistered nurse. The home office refused the application because it was not stated on my COS how much I will earn when I'll be a registered nurse. I was given the right for administrative review, but also that was unsuccessful. There was no other option for me but to go on judicial review. At the moment I am on reporting schedule with the local police twice a month. I am just wondering about the chances of my case getting a favorable decision from judicial review.
