It means tribunal took time from you to wait till 15th February and will notify you after 15th February if the BHC Islamabad doesn't reverse their decision and in the last highlighted line tribunal gave instructions to BHC to write their final decision within 28 calendar days after receiving this letter either you going to reverse or uphold the original decision.

I hope now you got the point what is this letter all about.
Thank you so much for everyone's input.

@Qures If BHC Islamabad has 28 days to make decision, why do I have to wait 3 months to hear a reply on my appeal?

Hay i have called UKBA and they saying your application has been processed and decision has been made?

According to them you should received your passport by now because they have informed the Gerry's Islamabad on 2nd November.

According to them you can go to the Gerry's islamdbad office and find out, but the problem is i dont have live in islamabad i live 5 hours away...

Could you please tell me how i can contact Gerry's islamabad phone number/ email etc to find out my passport.

Please.....................

Thank you

Then u will get ihs email n reference number just take that with the passport n submitt inshallah praying for the best.
I have been told by home office that you pay this fee when you are about to process you visa and the Yb send you IHS fee link to repay by your original fee

Why have they kept all these????
Did they do this with anyone else??

I had a question regarding my appeal process. I started my appeal on 24th September 2015 and I have received a letter today (which you can see below, right-click and open image in a new tab if you can't view it all).

I can't make sense of this letter, I have my lawyer representing me and he assured me that this is a straight-forward case and that the British High Commission in Islamabad should reverse their decision at the 1st stage of appeal without it reaching a hearing.

This letter says the Respondent (ECO) has until 15th February 2016 to prepare relevant documents.

Does this mean the ECO declined visa at 1st stage and is preparing for a hearing? Or does it mean that the ECO has until 15th February 2016 to decide?

Image
Ive received the same letter date. With the same date 15/02/16.
Keep me updated if you hear anything.
InshAllah hoping for some good news.
