As per the extract from Guidance note:
SECTION 3: GOOD CHARACTER
3.1 – 3.2 You must give details of all criminal convictions both within and outside the United Kingdom. These include road traffic offences. Fixed penalty notices (such as speeding or parking tickets) must be disclosed, although will not normally be taken into account unless:
• you have failed to pay and there were criminal proceedings as a result; or
• you have received numerous fixed penalty notices.

Do we have to declare Fines issued by local councils for boxed junction and driving in Bus Lane.
All more than 2 years old and never mentioned in ILR and T1 Extensions?

It is better to declare. It will have no effect on your application. Better to be on safe side. If you do not declare, they might consider it as deception. If you haven't been to court and paid in time, not too many PCNs. You are perfectly fine.

So, We should Tick on Box where it ask "Have you ever been convicted?"

If not being to court, then tick No and declare it on page 23 of new form ( page 24 of old form)

When my husband applied he had only one PCN... from parking in a place where u need resident permit. the ticket was issued by council and he paid the fine at £35 instead of £70...

When discussing it with NCS she told us we didn't have to declare it since the fine was issued by council, it's a civil matter and doesn't result in points. Plus it's only one.

She said , had it been issued by police it would be fpn and fpn leads to fine and points or a conviction therefore would have to declare.
