Any restriction to get UK tourist visa from Germany 4Indian

Hi Gurus,

One of my friend came from India to Germany on University scholarship and doing Phd Programme.

is there any restriction for him to get UK tourist visa ??please advise..

No restriction, but he won't get any brownie points either. His application will be treated as just as any other application by an Indian. He will need to meet the same requirements and prove that he intends to return to his country of habitual residence (in his case, Germany) after the visit visa is over.

Does he needs to go to India to get Visa stamping or it will happen here in Germany itself ..?

Please advise...

If he is legally resident in Germany for his PhD course, he should be able to apply from a British consulate in Germany itself.
