After a number of calls, emails, etc to the UKBA, Home Office and Heathrow Border Agency, I was told that he needed entry clearance to come back to the UK. The problem is that no one seems to be able to answer what sort of entry clearance. Visitor? Family Visitor? I just do not know.
I have thought of applying for his ILR as last resource and pay £ 1500, which obviously is very costly. However, I wonder if I am on time to do so. My son's Tier 1 Dependant Visa expired in July 2015. Will he be penalised for it? Can we still opt in or his ILR?
I know there are number of questions in my last few lines. If some one can provide some light with his experience or knowledge, I would really appreciate it. The officers I have spoken to in the HO have not been able to provide an answer. I think they are junior officers, that do not really understand the case. I am trying to contact my local MP, but have had not much luck.

Finally done!! I think HO has been working towards diminishing the waiting times. At some point it looked like all applications were being resolved between 5-6 months. Fortunately, mine ended up taking 3 months. Having said that ,not sure whether it had an impact, but I wrote letters to my MP. The MP office inquired about my case. However the response they got was that it could take up to 6 months. After a few days I had the registration certificate back. Good luck to all of you waiting.
