Can I apply residence permit in UK if rejected in France

Hi,
I am non eu citizen married to Eu citizen.
I applied for residence card for family member of French citizen. (under national law)
My application was rejected because of Marriage of convenience.

Now!
If I apply a new application in Uk, can they check with other member states that I have already been refused.
I mean, with my finger prints.

Or

SIS and Uk don't share information with each other?
Or they can ask by other sources.

If your spouse moves to the UK exercising EU treaty rights, you have the right under EEA Regulations to accompany her. That right is derived from your marriage to her and it can not be denied by any other EU government, except on the grounds of threat to national security or public health. As I understand it, if your spouse is an EEA citizen, you can not be refused entry to the Uk even if you are a convicted criminal.

it means I must have to appeal and wait until I receive my French residence card before going to UK

and Uk will be informed automatically when I will give biometrics for RC?
