Spouse Visa

Getting a spouse visa for my husband is extremely difficult since I do not fully meet the 40K requirement to be able to sponsor him through Ireland. I have been suggested the chances are very low of getting an acceptance & was advised to apply a slightly different way. :(
My question is

(a) If he applies for another EU country (e.g Germany) and gets a Visa (Maybe work permit or student).
(b) We then get married AGAIN according to that EU country since I am religiously married in my home country.
(c)Then when we apply for his visa to Ireland, Will I still have to go through that 40K earned in past 3 years, requirement?? or will he easily get the visa to Ireland on base of marriage according to my EU rights not the actual Irish law? :?:


btw I am an Irish Citizen & he is a Non-EEA
