travel document

Hello everyone,
I am an EEA national and my husband is non-EEA national. He lost his passport with his EEA Residence card.
The issue of a new passport will take few months, therefore we consider to submit a travel document.

Now, the question is, what is a travel document, and where can I find guidance for that.
I searched online and was able to find guidance for EEA form, which does not specifically explain what that document is, what info should that contain, who are authorised to issue such document (whether the applicant's embassy or request it from the UKVI) etc.

I would appreciate any comment.

Can I try to guess the country of your residence if you don't tell us?!
