Refund of excess visa fees paid

I applied for extension of tier 2 General visa in wrong category (job listed in shortage occupation) and paid £850 (for me and my wife) this January. I received a letter from home office instructing me to pay the right fee (£1200) and they would refund the initial amount. I paid another £1200 and we did receive extension of our visa and biometric resident permit as well. I wrote them twice about refunding £850 since; however, no reply and no refund.
Will I get any?
Is there any other way to get it?
