Young overstayer in abuse situation

Hi everyone,

Someone I know is in this predicament, what can we do?:

She came to the UK unaccompanied but legally aged 13 on a six month visa, which has been overstayed for 14 years, never left the country in that time. She does not have any criminal records, however she was sexually abused (in the UK) by a guardian before she turned 16, in a case which was nationally publicised in the news.

The perpetrator is a reasonably well known public figure who served time in prison and during the trial, there was an assessment by the police psycologist and further therapy was recommended. She is now looking to apply for discretionary leave to remain on a compassionate basis.

Needless to say, the guardian, even though he is British and affluent, is not interested in helping out. She is single, never married, no child, or any family ties that can be claimed.

Having looked through the list of forms, the most relevant one we can find is the FLR(FP) If anyone knows about this please advice.
