Some of these things on your list are not relevant to being a entrepreneur so I focus on what you need to do as an entrepreneur when you arrive:
1. Check your BRP and see if you need to register with the local police (citizens of some countries are required to do this and this is written on their Visa/BRP) Enquire your city local police station if you see `Register with police`on your BRP.
If you are in London, register at Overseas Visitors Records Office :

2. Make sure to sign up an online account for HMRC services :
https://online.hmrc.gov.uk/registration
3. Choose to Register as Self-employed
OR register a company and become a Director. Read what it means to be self-employed :
https://www.gov.uk/working-for-yourself ... f-employed
4. If you want to open a company and become a director instead, you need to register a company. To register a company you need a company name, business address and £15. Register a company online within 24 hours at Companies House. Visit
https://www.gov.uk/register-a-company-online
It is advisable to use a virtual office address in the beginning until you find a premises for your company if you wish.
5. You usually need a business bank account for your work. Try to find a bank that gives you a basic business account with very little to no fees to start with. It will be easier to open a business bank account with a bank if you have personal accounts with them.
6. You should also hire a certified Chartered or certified accountant. Home Office accepts documentary evidence produced ONLY by accountants who are registered with certain bodies in the UK like ACCA or ICAEW. You can find the complete list in Tier 1 Guidance.
ACCA:

ICAEW:

7. Learn more about tax, employment and business laws in the UK. These laws are complex and often vague .You really need a basic understanding of them if you want to do business and avoid getting into trouble with HMRC and Home Office. You should learn about the following concepts and understand them clearly:
- National Insurance (NI)
- Self-assessment and tax returns
- Employment law (min wage, employee and employer's NI, full time work, statuary and holiday pay, maternity/paternity leave, pension, etc)
- Running Payroll (PAYE and RTI)
- Company accounts, bookkeeping and Corporation tax
- Annual returns and report
- Capital gains tax
- Business rate
- Business insurance
When in doubt, make sure to ask your accountant, legal advisers and solicitors about anything you do not understand.
