WRS for Embassy Workers

Does anyone know if WRS was compulsory for an A8 Embassy worker? The regulation mentions
“If you are a national of the Czech Republic, Estonia, Hungary, Latvia, Lithuania, Poland, Slovakia or Slovenia and want to work for one month or more for a United Kingdom employer you must register under the WRS.”

Should, say Polish embassy in London be classed as a UK employer?

Some historical documents that mention exemptions.
No mention of embassies but, for example, dual nationals & workers who started work before 2004 appear to be exempt.:

If I were you I will apply it's all about making money and even if you're not require to have it trust me HO will issue it so as to keep the application fee. Just few coins

Exemption if :
You are member of a diplomatic mission, the family member of such a person or a person otherwise entitled to diplomatic immunity

Diplomatic privilege includes a wide immunity from the process of law and certain exemptions from taxation. It applies to the following personnel of Commonwealth High Commissions and the embassies and legations of foreign states
•the head of mission
•members of the diplomatic staff of the mission
members of the administrative and technical staff of the mission
•members of the service staff of the mission

•private servants (of a member of the mission).

Individuals in categories other than private servants are `members of the mission'
