10 years long residence

Hello there ...

My Brother came to UK on 2006 on a student visa and now he hold Entreprenuer visa which expire on 2018 but in April 2016 he is eligible for 10 years long residence settlement.

My question is can he go for a PEO service which cost £1900.

It was not possible as far as I remember but according to Gov.UK website, it seems that it is now possible to use premium service for an ILR application based on 10 years long residence. Try to contact UKVI and ask to confirm

Your brother can apply in person for ILR based on long residence provided his application is straightforward and he meets all the requirements.
Also note, fee are going up on 6th April 2016.

Yes

He can go for PEO service and can get the ILR on same day. (consult any solicitor before you go) if UKBA has open a window for same day (Long Residency) then doesn't matter whats your current immigration category.

A solicitor is not required for ILR applications unless it is extremely complicated.

does the coninuous stay for 10 years start from the day you arrive in the UK or from the date EC was issued ? if it it was the later, the OP may apply even earlier.
