Even if I agree with you in terms of the Home Office cannot choose a random date, still there are many questions around this process. Lets say the HO define the start date of status based on something... but why the card doesn't show that start date instead of issue date? Why I don't get a letter with the reason/explanation of that date was set and about the date itself? Why is it so secret? PR is automatically acquired. It is not dependent on Home office giving it.
I terms of the EU law and provided documents: As I mentioned before, I sent evidences (P60, P45, payslips, etc.) covered my last 7 (almost 8 ) years (since I've been living here in the UK). Nothing changed in my circumstances in the last few years. So I don't understand why my previous years doesn't count...
I cannot do (I don't want to do) anything against HO's decision, also I can wait 2 more months before I try to apply again, but the whole process and requirements are really strange and not clear for me (and I guess for many others). It's not a clear process at all.
