How early can helath Surcharge be paid

HI,

I couldn't find an answer to this question -
How early can we pay for the health surcharge? I have a visa renewal in April second week which is around 60 days away, can I pay for HS now itself?

have a got a cos which u will use to apply for extension?
why would anyone want to pay IHS earlier than applying for the actual application.
