Long Residency 28 days confusion

Hi All Members

My cousin sister came in the UK on 27/04/2016.She has now almost completed her 10 years lawful residency.Her last leave was granted as Tier 1 Entrepreneur(initial) which is due to expire on 30/03/2016.
She is planning to take premium service for ILR on the basis of 10 years.
Her 10 years will also complete on 30/03/2016 (28 days rule apply)

Confusion:-

what does it exactly mean "up to 28 days before".
will she be eligible to apply on 30/03/2016 or 31/03/2016???

u meant 27/04/2006 and the same day she enterd UK therefore she's eligible to apply on and after 30/03/2016 . it meant not before 28 days but within 28 days of completing LR.

She may apply for SET(LR) on 30 March 2016.

It would be interesting to see the result though. Has she invested? Created Jobs and followed her conditions of T1Ent? All the best to her.
Its hard to beat a person that never gives up.
