Allowed appeal and Previous Applications Section in VAF1A

Hi All,

Back in 2013, I applied for a Family Visit visa for my parents. I was refused, so we appealed and our appealed was allowed. So they got their visas and visited twice.

Now, I am applying again. My question is, how should I answer the question number 6.3 in the VAF1A form? The question is as below:

6.3 Have you ever been refused a visa for any country, including the UK?

Did that application count as refused? Or not?
