Tier 2 - JR pending case

Timeline as below,
Proceeded JR from 2015 Sept, and HO responded request withdraw the case so they can re-consider my case and provide new decision, by given the timeframe of 3 months from the consent order issued by court seal of the date 8/12/2015.

Now the issue is, i'm still not received any response yet from the HO and i asked my solicitor chased for this a few times, HO, treasury solicitor, and respected judge...no one response! obviously the HO already breached the consent order given timeframe, so what can i do now apart from waiting..
