Application for Dependent parents

Hi! I'm new to this page n have been looking to gather some information to bring dependent parents of my spouse to Ireland on short stay c visa. I'm British and my wife is on leave to remain in uk, her parents have been fully dependent on us for couple years now. We have been looking that we can bring them to live with us if we move to Ireland under EEA treaty rights. What documents we would need for that and do we have move to Ireland first or we can make a statement letter that we will be accompanying them from Pakistan to Ireland to exercise EEA treaty rights. Please anyone who has use this method advise it will be great help to us. Kind regards
