Apple for settlement - PBS dependent

I will apply for settlement (Tier 1 General) this May and my wife has not completed the 5 year qualifying period therefore will apply to extend PBS dependent visa (current one granted in July 2013). She will complete 5 year period in Aug 2018.

On visa and immigration website, it says that from 6 April 2018 the Tier 1 (General) category will be closed to applicants who want to settle using this visa route.

I wonder does that mean my wife cannot apply settlement after 6 April 2018?

The 6th April 2018 deadline is only for Tier 1 General primary applicants and not dependents.
