Seeking advice for my case:
T2-ICT in 2013. Changing employer and to T2-Gen. Cooling period will be applicable.
Q1. Which countries within Europe/EU are eligible to serve cooling off period?
Q2. Can the new employer hire me as UK employee and send me to eligible countries on secondment to serve cooling off period?

1. All of them, provided you have the legal right to live/work there.

2. No, you'd still be employed by the UK entity.
