Surrendering Indian Passport

Hi ,

I live in Scotland. Can I only submit the surrender application form in Edinburgh / Glasgow or any VFS office in UK?
I am going to London in the next few days. Thought I can submit the form in London

The VFS site says you can only apply in Edinburgh or Glasgow: Applicants residing in the counties in Scotland must Select “UK- Edinburgh” as Mission, while filling the online application form, where applicable and can submit the applications at the offices in Edinburgh and Glasgow with prior appointment only.
