Please help! 6months short to ILR set lr

Dear All,
I will thankful if you guide me. My husband is completing his ten years long residence in November 2016. He has been living in this country as my dependent for last 9 and half years. I applied for my set lr on 9th of May at peo without passports after withdrawing my appeal. The case worker hold my application to varify absents from uk. Till date haven't heard anything from ukiv. My plan was that I would get ILR decision quicker on peo route instead of postal and I will apply flr fp for him after I got ILR ( 28 days grace period after withdrawing appeal ). But now I don't know when I get decision.
So really worried what to do? His application must be submitted within next couple of days to keep it in 28 days grace period.
I will be thankful if you give some suggestions.
1. What application should I make for him? I can't take risk of refusal because will break his continuity under 3c.
2. How he can cover 6 months shorts for his ILR set LR?

Moderators would help more. But I think it would be one of either FLR(O) or FLR(FP) to go on. Please research these, while waiting for other inputs. Good luck.
