I've 2 questions and was wondering if anyone can help

1) I came on an Tier 2 ICT on March 2011, and converted to Tier 2 General in June 2014. Technically speaking, I don't qualify to apply for ILR. However, besides this, application is a solid one, high salary, Harvard grad, 10 years at same investment bank, no dependants, no more than 180 days outside the UK
2) I want to try apply for it myself and if I get rejected, will wait until 2019 when I've done my 5 year term under Tier 2 General. Does anyone know if a previous rejection will jeopardize a subsequent application?
